Zero Capital Gains Rate
This is a term used to describe a 0% tax on property sold within an "enterprise zone". Zero Capital Gains are applied to areas that the government is trying to encourage investment in.

These areas are typically less desirable and the government figures a zero tax incentive might be the just the boost the area needs to draw borrowers. Additionally, in 2008 if you fell within the lowest 10-15% income bracket you weren’t subject to capital gains tax regardless of where the property was located.
