Honestly, the best way to figure out the answer to this question is to speak to a representative from one of these programs.  The bottom line is that although there aren't any universal guidelines, most of these programs expect for you to be a first-time home buyer, and to take an educational course, fall into certain income brackets, and live in a certain area.  However, these stipulations may not be requirements for all of these programs.  There is even a possibility that there is more than one DPAP available in some communities. 

Don't give up.  Persistence is key, even if you have to be persistent elsewhere.
